Here I am ;D I definitely think my input might be worth something on this topic.
As far as All Star Fighters goes, due to making the decision to actually make it an interactive game with a story and plus a whole bunch of IRL setbacks it's actually pretty close to completion. But what made me make that decision was that despite the interest thread bursting with responses, the number of finished submissions was a little underwhelming to put it as tastefully as possible, I'd planned things to account for the large amount of interest but completely made things messy when the number of final entrants didn't come anywhere close to the number of people interested, with half of those that actually submitted an application went to radio silence or told me they didn't have the time to complete the art portion.
The other thing that's more directly related to your suggestion is that All Star Fighters was actually inspired by something like this on Facebook and I posted here, they were originally going to do a kind of rock-paper-scissors system and post it that way, a quick fun thing for people to draw a couple of frames and submit, unfortunately after closing submissions they decided to completely disregard people's entries and made it a lot more obscure and reliant on artists being active submissions.
