Storyline and character development should go hand in hand.
Some examples from various mediums:
Tenjo Tenge by Oh! Great is a manga with BEAUTIFUL art and ZERO story. I stopped reading at volume 18. Should've quit at like, 4... This tends to go for all of his long form works, because his short series are great.
Queen of The Tearling is a YA novel where the story line is mediocre because there is little character development. The MC just hops and skips through obstacles easily and there isn't enough turmoil.
American Psycho is a classic novel with an amazing main character - in that it makes you root for the sociopathic, psychotic MC even though you shouldn't.
This also goes for the TV show Breaking Bad, the director has stated that nobody is supposed to like the MC because he is a manipulative sociopath. But his character development and the story is so good that everybody roots for him till the end, and boos the logical, "normal people" characters.
I mean, art is important. If it's sloppy, I won't read it. But there are also sooooo many beautiful comics that make no sense or just don't grasp me enough to invest my time and money in as well. So many. You just have to find the sweet spot!
