Ok so, to get a little more variety in this post heres something to think of besides just story, character, and art.
Me personally, I don't like being explained things over and over again. If the character hates fire thats fine. show me they hate fire visually. but don't tell me over and over again. Showing some slice of life, even in a super fantasy driven comic, really hits my soft spot. You can have the best character in the world but it means little if I can't see how they react in normal human situations like... I dont know. Going on a date or enjoying icecream and stubbing the heck out of their big toe. Not something you should over due of course, but something that is nice to see every now and then. Art is also good, but to be fair you can have beautiful art and ill still get bored if its the same old anime style with nothing that has your own artist touch to it. Aways put a little of yourself in it. Like drawing big hands? sure why not. I'll have a better way to know your art style and also maybe get a laugh every now and then the guy holds a tiny baby kitten in their hand with their GIANT hands.
This is just me kind of generalizing but at least you get a more in depth of what i mean when I say all the elements (story, characters, art) are important :v
