Most webcomic creators use Wordpress with Comicpress/Easel installed. That seems to be the go-to site for personal comic websites. For me, personally, since Wordpress would require me to purchase a host and I don't have the 9 or 10 bucks to shell out every month, I just use tumblr for now since it's free... Lol. The only thing I paid for was my comic's own domain since it's better to have your own.
What's good about Wordpress is that there seems to be better customization options than, say, Tumblr. Actually, Tumblr only has like one or two webcomic-specific themes. And they're alright.
